When you try to renew your vehicle’s license disk and end up with an MVLX Document instead of the expected disk, it can be puzzling. This document indicates that there are issues that need to be addressed before your license disk can be renewed. But what are the causes of this, and how can you resolve them?

 

Unpaid Fines

One common reason for receiving an MVLX Document is having unpaid fines. These can include existing fines that have evolved to enforcement orders. In South Africa, traffic fines should not be taken lightly. Failure to settle fines promptly can lead to more significant penalties, disruptions in annual vehicle license renewals, and even legal consequences.

 

Other Unlicensed Vehicles

If you have other vehicles registered under your name that have expired licenses, you must renew them before your initial license disc can be issued. South African law mandates that all vehicles registered under your name must be up to date. You cannot license one vehicle independently of others; they all must be renewed.

 

Enforcement Orders

An enforcement order is issued if you fail to comply with the requirements of a Courtesy Letter following a traffic offense. According to South African law, an enforcement order will block your vehicle license disc from being issued until it is resolved. (Enforcement orders are applicable under AARTO – currently implemented in Gauteng but set to be roll out nationally July 2024).

 

Roadworthy Requirements

If your vehicle is marked as requiring a CRW (Certificate of Roadworthiness), it means you need to have your vehicle inspected to ensure it is roadworthy. Once your vehicle passes the roadworthy test, your license will be unblocked.

 

Administrative Marks

Admin marks can be placed on a vehicle or the ID of the owner for various reasons:

Roadworthy Validity

This mark is placed on your vehicle when licensing authorities suspect issues with your roadworthy status and need to investigate your roadworthy test.

Validity of the Vehicle’s Registration Number

An admin mark is placed on vehicles involved in or reported in criminal cloning incidents.

Deceased Admin Mark

When the owner of the vehicle has passed away, this mark is placed on the vehicle. You cannot obtain a license disc for this vehicle until it has been registered under a new owner’s name.

Warrant of Arrest

Admin marks are given to individuals who have a warrant of arrest due to not appearing in court after receiving a traffic fine in accordance with a Section 56 notice. Section 56 fines are unrelated to AARTO and do not apply in Gauteng.

 

Police Clearance

When the engine or chassis number on your vehicle differs from the number on the registration certificate, a police clearance is required. It’s also needed if the vehicle was previously reported stolen and then recovered or if no documentation is received from the previous owner.
